Cat@lyst Charter

Cat@lyst is a non-hierarchical non-profit venture aimed at delivering net access to anarchists, greens, gays, feminists, activists and other interested persons or groups.

Established with visions of freedom and independence in mind, Cat@lyst acknowledges that issues of access and equity to technology are crucial for those who feel they need and want to connect with the world.

A strong individual or group presence on the net can be used as an effective means of communication, debate and solidarity. Cat@lyst aims to encourage all who wish to learn and develop skills in information technology and new media and to understand their processes.

    1. Aims
      1. to provide a physical & electronic location for access to the net
      2. to develop net access points (both temporary and permanent)
      3. to share net skills both in person and electronically
      4. to deliver net access and information to the community
      5. to supply resources, encouragement and other appropriate support to anarchist and related projects
      6. to provide an outlet for progressive community groups & individuals who want to free the media by expressing themselves
      7. to help people find & access other interesting resources, on or off the net
      8. to encourage progressive groups who are currently or potentially information poor to access the net
      9. to archive and make available information from these individuals and groups
      10. to promote anarchist and distributed modes of organisation on the net; working and lobbying against centralisation and control
    2. To develop a model of collective anarchist organisation
      1. by developing and practising techniques and methods of personal growth and general co-operative and revolutionary practices, and passing on these skills to other groups and collectives where appropriate
      2. by consciously functioning in a non-discriminatory, non-hierarchical and caring way
      3. by using a method of decision making where a person's input is related to the amount of effort that person is committing to the project. Someone who hasn't put much effort in shouldn't be able to prevent the collective reaching a consensus.
      4. by encouraging interested people to become involved
      5. by participating in, and encouraging the growth of, appropriate regional and international anarchist networks
      6. by striving towards ecologically sound practices on our premises
      7. by expressing solidarity with appropriate campaigns
    3. To run a community access info node as an example of anarchy in action
      1. by relying solely on voluntary labour
      2. by relying solely on donations to cover rent and maintenance of the premises and equipment
      3. by channelling all income back into the project
      4. By keeping suggested donations for use of the equipment and net access to very low prices (eg. $20 /year), based on people's ability to pay
    4. To manage the computers in a fair and open way
      1. by keeping the group of people managing the system broad and open, and task sharing within the group
      2. by encouraging people interested in managing the system, and providing training
      3. by only using the power of the system administration account to look at or disturb people's private files and activities where absolutely necessary
      4. by not censoring users, but encouraging them to go elsewhere if their activities are not within the charter of Cat@lyst procedure:
        1. issue raised
        2. sysop to approach author of material in question
        3. if still unresolved, issue to be brought to next collective meeting
        4. collective decides on action on case by case basis
      5. by communicating lots to let people know what is happening with the system
      6. by installing and maintaining easy to use menus and tools where possible
      7. by avoiding the computer tradition of sexist and militarist language, eg renaming the man command to help
    5. Undertakings for Users
      1. I will not harass other people on the net, especially not on the basis of gender, race, class etc.
      2. I will not use up too many resources (such as hogging the modem, subscribing to huge mailing lists, sending and receiving huge files in e-mail, etc.)
